Opinion article by Juan José Ruiz Moñino]

A municipality is at all times the result of a set of factors, a sum of actions, a cluster of emotions that make life flow through it and that ultimately determines the daily reality in which your neighbors put their feet.

In the planning and management of the reins of a locality there are no absolute dogmas if we except the supreme value of respecting the citizenship the preservation of their healthy harmony of coexistence.

That is why there are no small and large realizations or works or big or insignificant problems.

A modest work, such as a reduction in the level of sidewalks, is the greatest solution to the no small problem for a neighbor with reduced mobility, just as an ambitious infrastructure can reach the minimum expression in the eyes of this citizen who sees his street every time torrential rain discharges.

The challenge for those responsible for the destinations of a locality, for the rulers, rather those located in the municipal sphere, the closest and most direct to the neighbor, is to manage resources correctly to ensure the balance of public activity or, In other words, to develop a management task that socially, economically and culturally coheres the environment in which the citizenship unfolds.

And that territory, that cohesive municipality will only come together with a political road map that has as a priority to respond to individual needs and demands, on the one hand, and collective challenges, on the other.

In the city councils that precede such responsibility and competence, that idea must be put in value.

A good example would be participatory budgets as dynamic and open processes of improvement, such as a laboratory of ideas launched by all the neighbors, citizen entities as social agents with the addition of politicians, municipal technicians and experts in the subjects to be addressed.

With the more or less huge volume of information generated and located, those requests and most recurrent proposals collected will swell the various projects to be carried out.

This action, which would be added to others that are not seen, would be combined with the promotion of strategic initiatives planned to transform the city's appearance much better.

All this package of plans would lead to a desirable reality: that of enjoying a more inclusive, livable, welcoming, more balanced and, ultimately, more cohesive city.
