It is an attitude of encouragement, courage and tenacity with confidence in victory that requires this time we are going through to face the worst crisis that grips Spanish society throughout its history.
These are moments when the exit from this terrible situation passes through a spirit of unity, of rowing all in the same direction.
The Popular Party is committed to the people it must watch over, in its town, in Las Torres de Cotillas.
A party focused on the implementation of actions aimed at alleviating this serious health and economic crisis, and that is why, from the PP of Las Torres de Cotillas, we demand greater transparency and communication from the council in its management, given that the Information provided has been very scarce and with hardly any relevant data.
From the PP Torreño we convey the need to serve our people, our neighbors from solidarity and in response to the suffering of the citizens of this municipality.
Without leaving anyone on the road in that fight.
It is for this reason that the PP of Las Torres de Cotillas provides citizens with a Plan for Aid and Economic Recovery of Las Torres de Cotillas against COVID-19.
An ambitious package of necessary and urgent measures for being first-rate solutions to move this town forward and to face the serious economic situations it is causing.
Furthermore, these proposals are a good starting point to return to normalcy and start economic recovery as soon as possible.
1. Postponement and suspension of the fiscal calendar for Vehicle Tax (IVTM), Real Estate Tax (IBI) and Tax on Economic Activities (IAE), setting a new collection period after the Alarm State.
The suspension of the collection of taxes and rates of home help service, telecare, day centers, fords, cemeteries or weekly market.
Other economic measures such as:
1.1- Immediate cessation of the payment of all the municipal taxes, tributes and rates for their postponement and subsequent accrual while the state of alarm lasts.
The collection activity must be stopped during the validity of the Alarm State.
We are aware that receipts related to the Tax on Mechanical Traction Vehicles (IVTM) and those relating to the public domain such as fords are being collected.
It must be decreed automatically for all the residents and all the taxes, tributes and rates of the municipality, since they are being collected unless requested by the interested party.
So it is necessary to extend the term also for those who have direct debit payment.
This is not the time to collect, but to relax and eliminate the fiscal pressure on the neighbors.
1.2- Allow after the state of alarm, and once the fiscal calendar has been restored, the application for fractionation of the Real Estate Tax (IBI), in 6 monthly installments than the a la carte tax system.
1.3- 50% discount, from the end of the state of alarm and until December 31, 2020, of the rate for occupation of public roads for the owners of businesses that have prior authorization for the Weekly Market and previously authorized for street vending.
1.4- For businesses and companies affected by this state of alarm: Discount of the payment corresponding to the consumption of water, sewerage and garbage, from March 1, 2020 to December 31, 2020,
1.5.
Priority and urgent payment will be given to suppliers, minimizing the processing times of the corresponding files.
1.6.
Customized payment plans will be made for companies that request it, with flexibility to the terms established in the tax ordinances.
2. Support measures for families.
2.1.
The budget for social assistance managed by the Social Services area to help families will be increased by 100%.
At the same time the criteria will be modified to be able to attend to those affected by the alarm status.
2.2.
Expand the amount allocated to the Social Bonus for water consumption, established in agreement with the concessionaire of the water service, destined for the most disadvantaged families.
2.3.
Rebate the receipt for water consumption corresponding to the months of March and April in all family homes.
3. Inclusion of all the parties that make up the Local Corporation in the COVID-19 Monitoring Commission.
Since the health crisis began, the disposition of this Municipal Group has been full, but there has been no response from the Government Team and the opposition has not been heard.
If unity and loyalty are called for at this time, we must lead by example and give the entire Local Corporation the opportunity to contribute measures and solutions.
In addition, it should not be forgotten that we are an important means of communication and information with a large number of neighbors, which would provide truthful and proven information about our municipality.
It is not much to ask for inclusion in this Commission and the periodic meeting with the municipal spokespersons.
4. Greater transparency and communication in the municipal management of this crisis.
Communication has been scarce and with hardly any relevant data from the mayor's office.
It is vital that the population is informed at all times of the number of cases detected in the municipality, as well as the hardest data such as ICU admissions and deaths, as well as the most positive news such as the number of patients cured.
To avoid the spread of hoaxes in our town, the population must be constantly informed of the state of the crisis in the municipality through meetings with all political groups, publications on social networks, radio interviews and open press conferences.
4.1 Creation of alternative methods of information for the health crisis through aid to municipal radio, negotiation with regional television channels for the broadcasting of news from our municipality, use of public address systems by vehicle, telephone and informative pamphlets in places such as pharmacies or supermarkets.
Social networks are important in our day to day, but unfortunately there are people who do not have access to these new technologies or do not master them.
Therefore, it is necessary that the information is made available to everyone through alternative methods to Twitter, Facebook, Instagram or the municipal website.
5. Telematic celebration of ordinary and extraordinary plenary sessions.
Recently, it has been approved in the Council of Ministers that the Local Corporations carry out their collegiate body work electronically.
In addition to the proposals mentioned above, the entire Local Corporation should meet to continue providing measures to mitigate the effects of the health and economic crisis.
And, what is more important, not to stop the essential activity of this municipality since there are numerous measures that must go through Plenary for its approval or ratification.
The state of alarm cannot be an excuse for plenary powers to be exercised by the Governing Board because any adopted agreement that needs its approval in plenary session will roll back its effects once it passes through this body.
6. Make adjustments to municipal budgets.
It is time to allocate municipal resources to end this health and economic crisis, so the spending items of the councils must be readjusted to provide more funds to those that will go directly to the fight against COVID-19.
These readjustments should include a decrease in the personnel item destined to the salary of the members of the Local Corporation.
The City Council must undertake a municipal savings plan.
The councils must contemplate a plan to release additional resources of at least 15% of their budget, reducing current spending, including 50% of the items destined for those areas that are now not a priority.
7. Request reinforcement of security forces in the municipality.
Both in the aforementioned disinfection work and in monitoring compliance with the state of alarm, the security forces of our municipality may be overwhelmed.
A reinforcement of personnel should be requested for the municipality from the Government Delegation in the Region of Murcia such as security and military agents.
If we want confinement to be successful, we must have the largest number of troops to ensure compliance and to disinfect areas where essential services are provided and are most crowded.
This measure must be accompanied by a request to the same Government Delegation for health protection material for security officers.
8. Guarantee the work of telecare, delivery of food and medicine and help to especially vulnerable groups.
This measure is key to protect those who need it the most right now.
To achieve this, all the necessary funds must be allocated and this work must be reinforced through our network of associations and by creating a municipal volunteer service for this function, and if necessary, by optimizing the City Council's personal resources.
9. Decree the official mourning by the City of Las Torres de Cotillas.
The tragic situation in our country requires that the institutions are in accordance with it, so the official mourning protocols must be applied in the municipality.
For this, a minute of silence must be observed at 12.00 every day, that the flags fly at half-staff and that a black crepe appears on them, and those similar gestures in mourning for the victims of the epidemic.
10. Use of new technologies to help the population stay at home.
All digital resources must be used so that the residents of our municipality remain confined.
For this we echo measures used in other municipalities.
Such measures may be the realization of distance training courses created by the City Council, activities for the little ones, broadcasting of films / series / documentaries, celebration of Easter and Spring Festival events online, among others. .
To do this, it only takes the will and use the official social networks of the City Council or other platforms.
11. Offer a free card printing service and homework for all students who lack resources and cannot print them.
The City Council must step forward so that no child is left without doing homework.
The service can be organized with a simple email or a call to a telephone number enabled for this purpose.
Simply indicate:

12. Financial gratification for Civil Protection volunteers, the Local Police, the staff of the Social Services Center and other workers who are carrying out work in exceptional conditions with risk to their health as a result of COVID19.
We know full well of the professionalism and dedication of all those who are working in this delicate moment, but that does not mean that they deserve a gratification for the danger and conditions in which they are working.
13. Create a Municipal Office for information and advice on the latest measures and aid approved by both the State Government, as Autonomous, and Local.
Many freelancers, many workers affected by ERTES and the general public are affected in their economic situation, but also in their legal-fiscal situation.
There are certain measures that require procedures that many people do not know how to carry out or do not have access to the internet to carry out.
The advisory work of this office is key for all those who want to request a benefit, request the cessation of economic activity or any other formalities that require legal-labor advice.
This office must have a non-contact hours from Monday to Friday from 9 a.m. to 2 p.m. and help to carry out the procedures through a telephone number and an email.
14. Coordination Plan with the Tax Agency to make the fiscal calendar more flexible.
Due to the exceptional situation, it is necessary to negotiate a more flexible payment plan to facilitate the payment of municipal taxes.
This measure reduces the tax burden and gives families time to organize their payments.
As the effects of this crisis are going to lengthen in time, the new calendars should not be close to the date of the end of the Alarm State.
The date set for August 15 seems insufficient to us.
15. To request the Central and Autonomous Governments an extraordinary item destined to the financing of the measures approved for the fight against the sanitary and economic effects of COVID-19.
