| "A city council confiscating the money of the neighbors" | At the most inopportune moment, such as that of the citizens suffering the lashes of the Covid-19 social and economic crisis, the Las Torres de Cotillas city council, in a display of fiscal voracity bordering on the confiscatory, has reactivated with its commission to the collection - even retroactively - the Tax on the Increase in the Value of Urban Land, better known as Municipal Capital Gain.In 2017, the previous PP Government in the city council suspended this tax, also following what the Constitutional Court ruled, since it was not legal to make the neighbor pay for something as obvious as an increase in value that had not occurred. Indeed, the Torreño city council of the PP 4 years ago stopped the collection of the Plusvalía even though when the properties were transferred, a decrease in value and therefore a capital loss for its owner resulted.
Thus, it was avoided to give a nature letter to a confiscatory tax, and therefore, contrary to the informative principles of our tax system.Because it was not possible to demand the collection of the Capital Gains in situations in which there had been no increase in the value of urban land.But for a year, with the arrival of the PSOE and Citizens to the government of the municipality of Las Torres de Cotillas, the revenue appetite has also come and this is clearly seen with the reactivation of the Capital Gains tax by the socialist mayor Joaquín Candle.
Because applying this tax, charging it or not, raising it, lowering it or removing it is a decision, it is the exclusive power of the political team that governs the city council, in this case and now those responsible are the councilors of the PSOE and Citizens with their mayor in front. Because socialists and "oranges" have taken the worst path, to put the Plusvalía back to collection, a controversial tax because it taxes twice the same fact, that is, the increase in land value.
That is, when a property is sold above the value for which it was purchased, the seller pays taxes for such profit on his income statement or in Companies (depending on whether he is a natural or legal person).
And, for the same profit, he also pays taxes to the city council.Unfortunately, it does not seem that the DES-GOVERNMENT PSOE-CITIZENS Team of Las Torres de Cotillas is going to park the Plusvalía, on the contrary, its eagerness to collect is nourished by this tribute and others like the examination fee (from 30 to 100 euros) to people who stand for opposition to positions of official or employee in the City Council or the garbage canon that they have charged to shops, bar and restaurant establishments and other companies during confinement due to the state of alarm despite having the shutter lowered due to forced cessation of activity. Once again, the PSOE-CITIZENS DES-GOVERNMENT Team is insensitive to the harsh situation that families are experiencing due to the damage caused by the health, social and economic crisis of the coronavirus.
