The Group of Councilors of the Popular Party in the City Council of Las Torres de Cotillas has presented this Monday a Motion for the Municipal Plenary to urge the Government of Spain to urgently approve a law that guarantees the constitutional right to private property and effectively combat the illegal occupation of houses. There is only democracy if the Administrations guarantee private property: its acquisition and ownership, as well as its recovery when it has been illegally deprived of it.
Failure to do so would mean giving carte blanche to a type of collective crime that, if the model spreads, can expand to other areas.The squatting of a home by someone who is not its legitimate owner is not in any case a right, it is simply a violation of the Law that a State of Law must pursue and which must be given agile, real and effective legal solutions. Unfortunately, today it is increasingly common to see how the ownership of a home is attacked and violated, taking advantage of the delays imposed by a certain bureaucracy due to the condescension of certain political options, even members of some governments.Under the false pretext of guaranteeing a shelter for families in vulnerable situations, people and groups have proliferated in recent years that have used the cracks of our legal system to take the home from its legitimate owners, who in many cases are coerced and threatened , looking powerless before true experts in squatting.
This undesirable situation extends to neighboring communities, even entire neighborhoods, which are degrading rapidly as a collateral effect of this type of criminals.According to the Statistical System of Crime (SEC) of the Ministry of the Interior, illegal squatting of real estate increased in the Region of Murcia by about 20 percent so far this year, reaching 176 cases, compared to 147 in 2019 .The data is eloquent: the vast majority of these phenomena are perpetrated by mafias and organized groups that have made squatting a lucrative business where raided and usurped assets are resold or used to commit serious crimes.
Citizen security is deteriorating and the coexistence until now exemplary suffers in many places due to this alarming phenomenon.Given the magnitude of this problem, the regional government has launched a battery of measures aimed at squatting in our territory in defense of freedom and property. Work is being done on the development of a protocol for the early detection of squatting in order to prevent these illegal practices in the Region of Murcia and that will collect the contributions of different professional groups and local entities, framed in the priority policies of defense of the home. In the Region of Murcia, everyone who needs a home has access to it.
Proof of this are the rental aid for the amount of 16 million euros in aid to tenants of habitual and permanent housing who, as a consequence of the economic and social impact of COVID-19, are in a situation of sudden vulnerability, or more than 3 million grants to NGOs (Cáritas, Columbares and Jesús Abandonado) for the relocation of families who may see their home compromised in any way, or expelled from it.In addition to all this, citizens have at their disposal the Home Conservation Mediation Unit that offers free advice, mediating between the parties so that no one is left on the street.For all the above, the Municipal Group of the PP presents to the Plenary of the Corporation of Las Torres de Cotillas for debate and approval, if applicable, the following MOTION:That the City Council of Las Torres de Cotillas approve a declaration by which the Government of the Nation is urged to promote the appropriate legal reforms in order to combat in an agile and effective way the illegal squatting of homes in our municipality and guarantee the right property, the safety of people and property and social coexistence.
